lock to lock off the ground

Curious as to why my service manual says to lift the front wheels off the ground and turn the wheels gently, lock to lock, when "bleeding" power steering sytem after service/install.
What would the difference be with them on the ground? Too much pressure needed at first with air in the system?

I don't know why but I just did it with the wheels off the ground (or pitman arm not installed yet) and it worked. Took quite a few lock to lock turns to get all the air out.

I suppose it would be easier on box & save a little on your tires.

But yeah, I wouldn't bother either.
