problem with shackles

Hey guys, last weekend I bagged my rear. BTW I tried to lower the rear a bit. I bought some lowering blocks but they didn't look goog to me so I shortened my shackles approx. 2.5".
The only problem is that the rear isn't lower. Did I something wrong or what do you think?

The other question is if I would remove a leaf which to choose?

I don't see any pics, and as far as shackles go, I assumed the longer the shackle=the lower the height of the truck...

Shackles should be longer, not shorter. Remove the short lower leaves in the spring pack. It depends on which spring set you have as to how many to remove. Look here for more details-Link

Sorry my fault. Anyway hangers are shrter now but it didn't gain in lowering. Do you have any suggestions?
