Edelbrock 1406 guys

I was under the hood of my 72 earlier and I noticed that my vacuum secondaries don't open when I open the throttle. Not even if I hold it open. They are slightly stiff but I can open them by hand. Does the engine have to be under a load to open the secondaries? I don't think they are opening at all though, or at least it doesn't seem like it.

So, when you are under the hood racing the throttle, does your secondary shaft move?
