Photoshop vs. Paint Shop Pro

Ive been using Paint shop pro for the last few years, and have been wondering if anyone else has used it. I would like to get into photochopping like the pros here, but I dont have the moneys for CS2. I have PSP and was thinking maybe some of the gurus here would recognize an easy way to do things like changing the color of a truck. I can do height and rake mods, rims, etc, but coloring is not something that I know how to do yet.
