292 top p/s bolt hole

Went to bolt on my new 292 power steering bracket to the top of the head and the bolt hole isn't threaded, i can't tell if it was never theaded from the factory or if it was drilled out. if I rethread it it will be a 9/16th bolt because of the diameter of the hole. anybody out there in 292 land run into this? thanks for any input.

Is the hole to big for a 3/8 helicoil?
