There should be a vacuum switch on the firewall that is part of the control for disengaging the lock up torque converter. They can be wired several different ways inside the transmission. They can be setup where the lock up only happens in 4th gear or 3rd and 4th. More than likely yours is setup where it is only in 4th. A pressure switch is used in the transmission
The tv cable (kickdown or throttle valve) may only need adjusted. Unlatch the lock where the cable connects to the bracket beside the carb. Make the cable longer by 1 notch and see how that feels. If still not right move it one more notch.
