Assuming you installed a new housing with the cable?

Even if you installed with a new cable/housing it will still need lubing. Nice packet of graphite lube does the trick.

The reason its bouncing is there is too much friction at some point (ie old grease in housing, binding or kinked housing)

The speedometer needle should not bounce. The majority of the time it is caused by the cable as mentioned. The cable should be well lubricated and the connections on both ends should be tight. I would make sure that the inner cable ends are chamferred. Sometimes the ends are rough and this can cause a problem. Any kinking of the cable will cause the problem, so look it over carefully. If you have eliminated all problems with the cable and it still bounces, I would check the gear out. Last item to look at is the speedometer itself, which is practically never the problem.
