Forgive me, I know nothing about winches, but here's a guess or two...

It looks like there are 4 solenoids there, which suggests that 2 are used for one direction and 2 are used for the other. This reverses the polarity on the motor so it goes forward and backward.

See if the small wires that engage the solenoid are connected so one small wire engages 2 solenoids.

Chances are you have one of the reverse solenoids not working. One clicks, so its working... See if the small wires that engage the solenoid are all clean, tight, and not broken.

You can measure for 12V at each of those small wires to see if one isn't getting voltage.

Once you find a/the solenoid that doesn't click, or isn't getting voltage, you know its wiring or the solenoid.
