Gas Tank Filler Neck. ????????

I notice quite often that the paint on my truck shows gas stains after driving it around from time to time. I know I dont spill any when i fill it up (god knows it cost to must to waste)..... Wondering if any of you have any suggestions as to how I can fix it?

Also curious if the 23 gal tank will fit in the same location as the 16 without any mods...

Any and all suggestions is appreciated.

The 20 gallon tanks are too long for the short bed trucks. your rear tires would hit them.
