If you pry open the seam on the bottom of the cowl, between the spot welds, it will help drain better.
The stock weep holes typically gets clogged up, that's when the problems start.
Kurt- I've got three cabs here all with the same issues in that part of the cowl. I'm actually thinking we'll cut it off cleanly and fab a new one and send this out to explore making a patch panel from just below the fender bolt hole to the bottom. We have a similar piece already for the '73-'87.

PS: I get 8% of Jim's take

Great!!, less work for the installer You mispelled that, I think you meant 8% of Tim's take
