Ughhh, if it's brand new in the box, why has it been mounted before, ie why are there marks where the screws have been in it?

I bought it from a place called Dan's Classic Car Parts in Portland about a year ago and I paid $25 for it and it was classified as new old stock in the box you see. Perhaps it was installed, I don't know. All I know, I never installed it and it is in mint condition, and like new for a part that is at least 25 years old, except the missing paint on the mounting points. You pass the eye test. I even lowered the price $4 because of this. Thanks for your input or...
