700r4 rebuild trouble

Hi This is my first time here. So any help would be great. I had my tranny rebuilt by a family member who is mechanic, and said they knew what they were doing. We put the tranny back in and the tranny works. It came out of the garage under it's own power. It has 1st and reverse, but won't shift out of 1st. I should clarify it will shifted out of 1st two times, but the rpms were sky high. I'm not too familiar with the 700r4, but to me when you shift into drive the tranny lags to engage then when it does it seems kind of harsh. I think i have the tv cable set they i was told. Question does the tranny need to be in a certain gear when you set the tv cable, or just in park? Does the tv valve need to be in a certain spot before you adjust? I don't know if this is a tv cable problem or valve body issue. PLEASE HELP GETTING VERY FRUSTRATED

Start over with the rebuild and make sure the valve body has all of the little balls and springs in it. Did you guys put the governor back together right?
