Gas Gaugge

Hi all, i just installed a new gas gaugge, unit sender and wired the tank to the fuse box, but is reading wrong. Can you tell what is causing this?
First picture is with key on, second with key off.

Are the ohms the same for the sending unit and the gauge? Do you have an adequate ground to metal, no paint, rust etc....?
