Shock Replacement ????

I got a 2001 HD and I'm thinking its time to replace the front shocks. I crawled under the truck tonight and saw the control arms(?) resting on the bump stops on the frame (orangish/yellow rubber bumper attached to the frame). Or is this the way it is suppose to be?

Also, I was told that the inner tie rods are loose and need to be replaced. How difficult is this to do myself?

It's normal for the bump stop to touch the control arm, they are sort of a progressive stop if you will. I don't find the inners too difficult. Assuming you have rack and pinion steering you will most likley need a special tool to get them off. It should be available at most any parts store.
