Bumper bracket Question

I have a 57 3100 it has a 58 front clip I just bought a new front bumper but the brackets appear to be short and don't line up right. I noticed there are replacement 55-57 front brackets and 58-59 brackets. I looked at photos online and they look almost the same. Do the 58-59 front brackets mount the bumper farther out from the body to account for the fill panel?

I think if you look at some other posts here on the board there is a couple of inches difference in the length of the frame horns of the tri 5 and 58 and up frames. This usually comes up when someone puts an early nose on a later frame. The solution is probable to weld an extension on the front of the frame horn to bolt the front bolt of the bracket to so that the bumper is in it's proper position.

Thanks for the suggestion may just go that route just seems everything is custom fitted been down this road may times before. Would be nice if once and a while I could buy something and it just bolted on but that would be too easy.
