I would say that one is a bit rare since it has the pump and brackets for the V6. But $400 starting bid does seem rather high.

I took mine off and sold on ebay for almost 300.00
Not sure why anyone would buy one unless you are trying to build a stock looking truck

My truck had power steering from the factory...and since it was rare and cool I decided to keep it for the originality. I got my rebuild components off of this website:

Everything was great..got a new cylinder, rebuilt control valve, and steering box rebuild kit. Costumer service was top notch.

For the price that A$$hole is asking on ebay just get a whole brand-new set (complete including brackets)...you'll likely have to have all the components rebuilt anyways. BTW...that guy sells everything like it is gold

mine worked fine when I took it off, but they steer so slow. Seems like you spin wheel forever to turn a corner
