Dash Wiring

I was looking at the wiring for the gauges since I have the whole interior of the truck torn apart right now. A few of the wires to the steering column and the gauges were freyed so I decided that I would put a splice in to fix them. One thing that looked weird is the wire that connects to the light bulb which goes behind the spedometer. It looks like it is almost a plastic fiber optic. Is this normal? The wiring looks original. Thanks!
