EGR, and steering questions, 1987 gmc 4.3

HI all,
Im working on bringing my 1987 GMC plow truck ,1/2 ton with a 4.3, I just aquired, back to life.
Ok, got her running again. Very rough idle (fuel injected). This truck IS rough, has been a yard truck for years and has sat for a few years.
I noticed today that the EGR valve does not have a vacume hose connected to it. The inlet vacume port on the egr valve looks pretty grungy, almost almost all the vacuume stem was coroded closed. Is there suppose to vacume at the EGR valve at idle? And what is the vacume source to the EGR. I cant find a vacume diagram anywhere and the trucks sticker under the hood is missing. The engine does run great off idle though.
Second question. The guy I got it from says it blew a left front U joint axle yoke last time he drove it. The truck is still sitting in snow, so i cant get under it to see.
The steering is locking up. With the engine running, I turn the steering wheel and it turns about a quarter turn makes that noise like the steering is turned all the way to its limits. It does this both ways, left and right.
I just put a new power steering belt on it and the pump spins fine. it has fluid and I can see the linkage just start to move, then it binds.
The right front wheel was incased in ice, but looks pretty much clear now.
My suspicions.... maybe when the yoke busted, it (or the broke u joint) is jamming in that knuckle when you try to turn the steering side to side.
Anybody ever had a comon front end component sieze up after sitting two year's (ie ball joint etc..) Maybe a valve stuck inside the steering gear box?
I know once the snow is just a little more melted, I'll be able to crawl under it and see in that knuckle if the yoke or U joint dropped. If not,I guess i'll be jacking up the truck, removing the steering linkage piece by piece till I find the ofending componet.
I was just wondering if there was a simular situation one of you guys had run into like this and can save me a bit of time.
