Emergency brake?

The emergency brake pedal on my 71 K20 pretty much goes to the floor now. Its slowly been going lower and lower. So before I dig too far into this, is this a sign the brake shoes are worn too low or is it just a matter of climbing underneath and adjusting the cables? Or possibly something more sinister ?

could be either BUT i'd first pull the drums off and check the shoes and also check to see that the adjusters aren't frozen up// after you know that you have good brake shoes and they're properly adjusted would be the time to look into adjusting the cables
