passenger side gas tank outlet?

i'm working on installing my plastic tank and the outlet and the pass. side of the tank was capped off on my metal tank. what is it for? thanks for the help.

I don 't see how it would help, really. The passenger side has one outlet, probably like every other blazer gas tank. It's a stock replacement tank.
