the tilt part seems to be tight but the wiring part doesn't look like it's all there. it was like this when i got it i am saling as is for $150.00. it may be rebuildable or used for parts.

It's not missing anything. I know, I just pulled mine out about ten minutes ago.

That's a great deal, but I believe it's a motorhome tilt. It will work in a truck, but the lower shift arm has a extra bend, and the neutral switch is in a different location, so it may have to be moved. The steering shaft is the correct length though.
