Headlight question, answer please.

On my 88' crew cab I just picked all four headlights come on when I turn them on. Is it low beam on top, and high on the bottom? My bottoms have moisture in them so it is hard to tell. I am going to replace the bottoms with new ones because of this. My main problem though is the turn signal switch doesn't cllick and switch from high to low when I pull it, it is stuck on high. Is there an easy fix for that? How hard is it to replace the switch in the column. I think I'd like to replace the how turn signal lever to, the wipers only work on low, no slower or faster, so i think the whole lever is jacked. Is this easy to do? I am new to Chevy, so assume I know nothing about this procedure, thanks. it is a Tilt column no cruise if that matter. Also, just to get by if repacing this whole lever and switch is a bear, can I just put a second set of low beams below the top headlights? let me know, thanks.

low beams are on top and highs on bottom. it may be the lever but there is a switch on the column right by the ignition switch that actually controls the high beam function. to get to it you'll have to take the panel under the column off and drop the column down. it sholud be white and have a rod running into it.
