Tilt-Wheel Steering Lock - Manual Transmission, yes/no?

After tearing into my '77 column to install an '83 turn stalk with cruise/resume ($$$) I noticed that the wheel does not have the typical lock plate like this one. Mine has a solid rim. Is this normal for manuals?

This is what mine looks like (one the back side). Note that there is no notches around the perimeter.

Should interchange just fine. The one with the notches all around is a little bit weaker than yours, but does not allow the wheel to turn as far as yours does before it locks up.
