I dont have a dual snorkle air intake yet, but I punched out the hole when I had the grille out. I just hit it with a hammer from the grille side. It just fell right out. If yours is not the same, then a hole saw should work, just be careful about the placement of the hole. If you do have the factory block off plate there, then you could use the plastic GM peices and cut the air block plate off and pop them in and out, as shown here (passenger side shown):
