Surface rust treatment?

I've just sanded down a Texas 68 stepside that had a lot of surface rust. How do I treat the metal to stop the rust from popping up again?
Do I put this under the primer? Under the body putty? I will have to do some minimal putty work to make the panels absolutely flat.

welcome to the board

I would use an epoxy primer...dp 60..dupont its hard as a rock wears like iron and I would use it even under and thin body work

OSPHO, brush it on bare metal, then lightly sand before primer.

if theres no rust craters just spray epoxy primer on it. when i sanded my hood down, i sprayed some rust converter over it, then sprayed epoxy primer over it. can never be too sure about rust...

Welcome to the board. There are alot of products that work well. I have used rust-mort with good results before the epoxy primer
