correct
if it is open (infinity Ohms) it will read past full, if it is grounded (zero Ohms) it will read empty. I'm guessing you have a pinched or scraped wire allowing it to go straight to ground. Or an issue where the wire goes into the sender.

ok so i will connect the gauge wire coming from the tank to the left hand pin
and the 12v to the right hand pin

then ground out the lower middle pin

i have a brand new gauge in a box i will try it tomorrow if it works the problem is in the custer if it dont its in the wire back to the sender!!!!! rght?

ok i tested the gauge when i have it all connected it goes to empty if i remove the ground wire it goes to full ??

I noticed you connected a ground wire jumper from the tach to the fuel level gauge in one of your earlier pics. I don't remember seeing that on the original posters pics. Try removing that jumper and see if anything changes.
