I recently read where this is normal (a disadvantage) with a one wire alternator, because the factory voltage sensing line is no longer present. The following thread explains it pretty thoroughly, but I also read a much more condensed version somewhere else (I can't remember where) that basically said the same thing:

you were right on snapped the throttle today and it's charging 14 volts thanks
