Upper/Lower control bushings, 69 C10

Replacing these on my truck, when I torque them up I'm concerned about over tightening. Shop manual says 95ft/lbs upper and 135 ft/lbs lower. I'm unable to turn the shafts on the lower ones, I can with a large wrench on the uppers. Is this normal? All stock replacement parts.

Ron-

You will want to torque the bushings with the arms installed on the truck and at ride height.

OK will do. I've got an old 69 GMC Chassis manual, following it. The book says to torque them up, but there should be free movement in the shaft. I don't see how there can be, when tight.
