Master cylinder over full??

I have drove my 68 for 20 years and had something happen today that I have never seen or heard of. I went to check the brake fluid on my 68 Chevy with manual drum brakes and found fluid started coming out when I was trying to remove the wire that holds the cap on. When I got the cap off the front res. was full to the top and coming over the edge. The rear res. was over half down. Has anybody else ever seen this?? Is there any other possiblity other than a master cylinder problem?? Thanks, Todd
