What is the best way to take the red paint off of this without hurting the chrome. I want to paint them black, I did part of one with a paint pen but it was taking forever!!!

try scuffing wth scotch brite pad to get bite, then use vasoline or similar product to mask the ribs, tape the hat area you do not want painted and spray black. Once paint has dried, wipe off vasoline and ribs will still be chrome, black will be painted and red will be gone.

Just use quality paint stripper in the specific area.

If this is for a daily driver, I'd just lightly scuff the red areas with some scotchbrite pads (careful not to scratch the chrome) lightly and sparingly smear some wax (I like Kit) on the top of the chrome ridges and tape off the rest and hit it with your favorite brand of spray paint.
I've used the wax method to freshen up a set of Keystone wheels a few years ago. Works pretty well, but you still may have a little overspray to clean up.

I would paint it and then take a brand new razor to the ribs. It shouldnt scratch them.

I did a test spot using a new razor and it worked pretty good, the bottom of that cap is kind of hard to tape off but I will get to it. thanks everyone...

I used this to remove the paint from the bow tie emblem on the grill of my 67:

didn't hurt the chrome at all.....

i'd first try laquer thinner to remove the red paint

to paint that cap i'd get a quality artists lettering brush(about$15) and oneshot enamel striping paint
