inner fender removable access panel ?

What is the purpose of the inner fender removable access panel that in most cases traps dirt and rusts out? Do new inner fenders have this removable access panel?

to cover the rust hole in the OEM inner fender... it serves no other use

That piece actually doesn't unbolt , I think it is actually a brace so there is a little more strength in that area but I'm just guessing . I see no other purpose for it other then that .

You are correct. It adds a little bit more structure to the front end sheet metal assembly, for vibration/durability purposes.
