hood hindges

my hood is hard to close on one side and when it is closed the hood sticks up on the same side. is this the hindge and or a weak spring?

I just replaced my hinges. My first recomendation is to get some spray silicone/high quality spray lube and drown the contact points. If this doesnt help. Remove the springs ( be careful!) and see if the hinges themselves are hard/easy to move. If there is or has been any noticeable damage then replace
