As an FYI, when you purchase a vehicle in california, you can non-op it, and get it registered in to your name without completing smog check (which stops the back fees from multiplying). Its noted in their computer system that you have to smog prior to bringing it back to road worthy/ registering the vehicle.

I just did this this past summer with a truck. DMV understands that people buy "fixer-upers" and that they are not always running when purchased.

You have to deal with a knowledgeable dmv clerk though. One guy at my local dmv is not to sharp. Needless to say when he called my number, I would politely pass and wait for the next clerk.
