External regulator question

I am replacing my external voltage regulator on my 72' C-10 truck. There appears to be a small cylinder attached to the brackets and plugged in. Is that a condenser?

Sure looks like it to me. Charge it up and see if it discharges in your hand. Just kidding don't do that. That was an old trick that mechanics and parts guys use to play on the newbies from back in the day ,or so I'm told. Jim
