'72 coil wire
I have a friend with a "72 C-10. He has a white coil wire thats been spliced into after coming out of the firewall but the actual wire strands are steel or silver looking instead of copper. Is this steel wire the actual resistance producing wire? Were they steel all the way up into the distributor?

yes, that is the resistance wire. I can't tell you what it is made of or how it does the job, just that it will reduce the voltage from 12v to 9+/- volts.

Ok. He gets 12v. to the coil so maybe if he shortened it further it may give 12.5v. Theres about 1/4 to 1/3 of it still there.
