Try opening the throttle by hand and wiggling the throttle shaft. The hole for the throttle shaft can get worn in the TBI housing. See if it feels like the throttle plates are catching on the throttle bores.

If the throttle felt ok by hand, replace the cable. The cable can wear a groove in the plastic housing and it will grip the inner cable when it has a work load on it.
