Will 16 inch tire fit a 16.5 inch rim?

Does anyone know if a 16 inch tire will fit on a 16.5 inch wheel?

No, the tire will be 1/2 inch too small, or you can look at it as the wheel is 1/2 inch to big.

I believe it can actually be done, but is EXTREMELY DANGEROUS! It says right on the tire NOT to do it or it could cause personal injury or death!

I'd ditch the 16.5 rims. New tires in that size are getting rare and therefore expensive with not much selection.
BTDT:
My Navy surplus '68 C/10 stepside came with 5.25 x 17.5" 6-lug rims and 7.00x17.5 bias tires. [17.5 rims are listed in the SPID] Those tires got hard to find in the '70s and I went with 8.00 x 17.5 tries. More draw on the clutch, but a better top end and a free one-inch lift. With a 292 L6, SM465, one-piece propshaft, 3.73 Corp 12-bolt and Eaton posi, I still had the torque to pull it off.
Then in the '80s I got talked into 8Rx17.5 LT radials. Same rims. After about 300,000 the factory rims were shot. I found nobody still made that size. I tried white spoke 8 x 15" rims. Very common. I made the mistake of using a set of used tires in a 4x4 size -- lower and fatter. Short form: I think the higher rpms needed to maintain cruise speed with that set up contributed early failure of my 292.
With the new engine build, I went back to the stance I liked best but with available inventory. A friend who then managed a tire shop set me up with 235/85R16LTs on 6x16 white-spoke steel wheels.
Back in the saddle again.

Every 25 years I like to rebuild that 292, whether it needs it or not.
