Steering Shaft cover

I'm a little puzzeled, I'm trying to figure out the proper way the cover mounts The after market inner fender does not have the 3 holes drill out and I'd like to do them before moounting so I won't have to fight it under the truck.

Once the inner fender is mounted does the shaft cover mount from the tire side? I think so, but am not sure It's been so lonf since I've seen one togethr I can't remember, the shop manual and the assem. manual drawings are not too clear. Any pics?

Thanks That what I needed! The three at the top has factory welded nuts So I figured the piece sets inside of the part.
