Distributer help
I am getting ready to pull the hei in my sub to clean and to put a new vac advance on.With the pointer on tdc and #1 cyl on tdc on compression stroke,the rotor is pointed at the #2 plug tower.The previous owner has the #1 plug wire on the #2 plug tower.Every wire is off by one.Can I just put the distributer in it's proper location and move the wires?

If you're going to pull it to do other work, it's probably a good idea to put it back in right. Your biggest problem will be getting the dizzy to drop back in after you rotate it to the right point. The oil pump shaft won't line up. The best way I've found to get it to drop is to rotate the engine with a breakover bar on the crankshaft, or by turning the engine over by hand, until the dizzy drops in place. This is much easier with the plugs out though.

The simple answer is yes. You can move the wires around the cap so long as you have them in the correct firing order.
