Amp gauge question.

The amp gauge on my '74 C10 doesn't do anything at all, and hasn't since I bought the truck 4 years ago. I finally got a wiring diagram and found that the circuit to the gauge has two, 4 amp fuses in the circuit which I just replaced. I've also replaced the printed circuit behind the instruments. Still nothing. Any thoughts or suggestions?

AMP gauge might be bad.
