Post Passing Gear

I have a 1998 GMC 4X4 Sierra with a 5.7 V8. I am having trouble when I am going and go for the passing gear. The RPM's go up but the transmission does not downshift or go for the passing gear. I have to let up on the gas to let the truck come back to a gear. The truck revs and stays in gear but just does not seem to kickout of the overdrive -- it will not downshift to get the lower gear. The truck works great otherwise and does not miss any gears or anything going up or coming down. It just can't get the passing gear. Any suggestions. Thanks
