What is this for? O_o

Some sort of old (maybe) secondary parking brake?

This is a '66 C10 Panel; noticed it today. As long as we've had the truck, we're finally starting to work on it. This is mounted on the steering column; the point of view is from under the dash from the door.

that is the ebrake handle (stock!)
