1949 Door handle problem or not

My 49 drivers side exteriror door handle works correctly from the outside; When I open the door the small catch latch resets perfectly and the door closes. When I open the door from the inside handle the latch does not extend out and reset properly. THe 2 ways to get the latch to catch properly is by actuating the exterior handle or after the door is opened locking and unlocking the the door from the inside handle. I am not sure if this is by design or recall or if the drivers door latch needs replacing.

Any thoughts?
