That kickdown not being hooked up has nothing to do with it's top speed. It is merely the method of downshifting the tranny for passing gear.
If the truck won't accelerate past a certain speed you need to be looking for an exhaust restriction or fuel supply problem possibly. Also what rpm does it top out at?
