X2. You could remove both pieces and eliminate two possible leak areas,but would need to bleed system. I guess if it ain't broke...

Looks like the proportional valve is on upside down and plumbed wrong.

good catch, it's a 69 (if it's the truck mentioned by his username) drum drum trucks had distribution blocks not porportioning valves. It doesn't hurt anything but it's definetly wrong.

Maybe that part is part of an old line lock system for the front brakes so you can smoke the rear tires until you're blue in the face. Is that distribution block upside down though?
