Fuel Tank Felt Pads

I have seen packages of 4 felt pads being sold for 67-72 in-cab fuel tanks. I know my tank/cab does not have any, but cannot figure out where or how they are supposed to go. Can anyone tell me?

They are used as insulaters between the floor mount pads and the tank.

Do you glue them down to the floor, the tank, pierce them with the tank bolts?
