Should this turn or move ?

I can grab these and turn them in circles should it ??? The last i cant turn just wiggle around until bearing is in .

With the column disconnected from the streeing shaft and transmission shifter rod the outer tube will spin 360deg.The inside shaft will spin 360deg. as well.

I just had my steering column apart while I replaced the turnsignal cams and wiring.
