I am guessing you have the wrong speedo gear in your tranny. Someone more knowledgable will chime in though.

Re: Speedometer cable???

Need a little more info...

What was the orginal reason for replacing the cable?
Sometimes, the cable doesn't sit in properly under the dash and/or the tightening cap will go on crossed and not go in all the way. Check it carefully.

Also, you say it "pegs" while cruising. Does it go all the way to the right?

And you say "it shows you at 20 mph barely moving." How fast are you going when it shows 20 mph? See if you can borrow a gps from someone. They tell you how fast you're really going. Then post the speed vs. what the speedometer shows and we can determine what may be the problem.
