A POA valve is a very sensitive part to contamination. They were susceptable to sticking when only a few years old. Cleaning one is not really an option. The best bet would be to replace it with one of the replacement type valves that converts the system to a more reliable cycling clutch system. I would suggest taking all the hoses loose, flushing the system completely, to include the condenser, hoses and evaporator, replace the expansion valve, receiver/drier and the POA valve. Old Air Products, www.oldairproducts.com has the valve you need. It is available in either R12 or R134 configuration.
