Temperature Gauge Question

Ok, so when I'm driving my temp gauge stays pretty steady around the first line. Now when I'm parked and my engine is running the line slowly moves to the middle line and about a hair or two past that middle line. I never left it sitting to see if it went past that. When I put it in drive and start going down the street the temp gauge goes back to the first line and stays pretty steady around that first line. Is this normal?!?
